Trump is also proposing a new lobbying ban on lobbyists, but that would apply only to foreign nationals, not foreign corporations.
The ban would not apply to employees of foreign nationals or to those working for foreign-owned companies.
There is currently no national lobbying ban.
The move comes as Trump has faced criticism from both sides of the aisle for his handling of Russia and his potential conflicts of interest as president.
In February, Trump signed an executive order barring lobbyists from working for his administration and imposing a ban on foreign nationals from lobbying for him.
